Memphis Law Student Wins Suit Against City Over Public Police Records

A 22-year-old University of Memphis law student, Tyler Foster, won a lawsuit against the City of Memphis in chancery court over violations of the Tennessee Public Records Act.

Foster filed the lawsuit in July after the city delayed his requests for police disciplinary records, citing inflated fees, inconsistent policies, and a sustained pattern of noncompliance.

“Over the course of seven months, I had submitted several public records requests pertaining to Memphis Police Department officers, namely officers who have been involved in local controversies,”

Foster stated that the city ultimately refused to turn over any disciplinary records and would not work toward a constructive resolution.
