Pastor Howard was born in Easley, S.C., and grew up in Pickens County. He attended Clemson University, where he earned a bachelor's degree in social work.
Following his studies, he received his theological training at Southern Baptist Theological Seminary, earning a Master of Divinity degree.

Pastor Howard credits Pastor Garland Sentell of Pickens, S.C., with teaching him a strong work ethic, citing Sentell's daily hospital visits as an inspiration.
