Nearly 5,000 householders have received letters stating their properties are at risk of flooding, according to Georges River Council's study.
Residents have until the end of October to make a submission to the council regarding the proposed tagging of their properties.
They are distressed about the loss of insurance, the loss to the value of their properties, and of not being able to redevelop.
Civil engineer Khaled Azer, a Blakehurst resident, has been contacted by concerned residents who have been tagged in the draft flood study.
